5. List of Financial Payment Services Provided through the Payment System in Ukraine

Depending on the terms of the relevant membership agreement between the Visa member and Visa, Visa members may provide the following financial payment services as defined in Article 5 of the Law of Ukraine “On Payment Services”:

  • services for the issuance of payment instruments and/or acquiring of payment instruments.

In addition, Visa members may provide additional financial payment services as defined in Article 5 of the Law of Ukraine “On Payment Services”, in accordance with the Visa Rules, provided that this is permitted by and carried out in accordance with the applicable laws of Ukraine:

  • services for withdrawing cash from user accounts;
  • services for performing payment operations with the user’s own funds from/to the user’s account, including performance of another payment operation, including with the use of payment instruments;
  • services for execution of payment operations from/to the user’s account, provided that the funds for execution of the payment operation are made available to the user by the payment service provider on credit terms, including performance of another payment operation, including with the use of payment instruments;
  • services for transferring funds without opening an account.

Please note that Visa members may provide the service of depositing cash into user accounts using Visa cards; however, such transactions are carried out without being processed through Visa systems.
